E-invoicing in the United Kingdom confirmed by 2029
In September 2024, the UK announced a consultation to promote eInvoicing in the country. The government, through HMRevenue & Customs , conducted this consultation until May 7, 2025. The aim was to gather opinions on standardizing e-invoicing in the UK and its adoption by businesses and the public sector.
This consultation is part of a package of measures aimed at reforming and digitizing administrative and tax processes , which seeks to improve the operational efficiency of companies and combat tax fraud by reducing the administrative burden and ensuring effective traceability of transactions.
Schedule for e-Invoicing in the United Kingdom
The English government confirmed in November 2025 the mandatory use of electronic invoicing in the United Kingdom, starting in 2029 , the complete roadmap is expected in its 2026 Budget.
Model and format of the electronic invoice in the United Kingdom
Regarding the invoicing model, it had been expected for years that the UK would adopt PEPPOL, as this is already the framework used by the NHS for procurement across the healthcare sector. This expectation has now been confirmed in an official announcement by the UK government. The UK will use the Peppol network for the exchange of electronic invoices, adopting a decentralized four-corner (4-corner) model.
A model similar to Belgium's, which will consist of two phases:
- Phase 1: start with mandatory electronic invoicing between companies (B2B) through the PEPPOL network.
- Phase 2: mandatory e-reporting containing information for tax authorities.
E-invoicing in the United Kingdom today
The use of electronic invoicing in the United Kingdom is, for the time being, voluntary. However, its use is encouraged in the healthcare sector, with advantages in terms of efficiency and reduction of errors.
The NHS (National Health Service) in some cases and especially in contracts with the NHS Supply Chain, may require suppliers to issue electronic invoices through Peppol or compatible systems that connect to the network Peppol and guarantees interoperability between systems and full legal compliance.
